1. Solicitation number W15QKN-25-Q-A114 for Refuse and Recycling Services in Scranton, PA is being solicited, utilizing procedures set forth in Federal Acquisition Regulation (FAR) Part 12 (Acquisition for Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).
2. The purpose of this Solicitation is to procure Refuse and Recycling Services in support of the 99th Regional Support Command(RSC) at the Scranton Armed Forces Reserve Center (AFRC), 3401 Olyphant Ave, Scranton, PA 18509. The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation and other items and nonpersonal services necessary to provide refuse and recycling services in accordance with the Performance Work Statement (PWS). The North American Industry Classification System (NAICS) code that applies to the principal nature of the acquisition is 562111 - Solid Waste Collection with a size standard of $47,000,000.00.
3. The Government intends to award a single, Firm,-Fixed-Price (FFP) contract. The period of performance for this effort shall be a 12-month base period and four, 12-month option periods from date of contract award.
4. The Offeror must be registered in the System for Award Management (SAM) in order to be eligible to receive a Department of Defense contract award. If you need to register in SAM, go to https://www.sam.gov.

7. Basis of Award:
(a) The Government will award a purchase order resulting from this solicitation to the responsive, responsible offeror able to meet the requirements of the solicitation and Performance Work Statement, with the lowest total aggregate price. Although the Government intends to award without discussions, if the price cannot be determined fair and reasonable, negotiations may commence. The Government reserves the right to seek additional information to determine price fair and reasonableness.
(b) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Past Performance Information Retrieval System, the Federal Awardee Performance and Integrity Information System, as well any other Government-sponsored
information available, may be utilized to help make a responsibility determination in accordance with FAR 9.104.
(c) Before the offer's specified expiration time, the Government may accept an offer (or part of an offer),whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award

The purpose of Amendment 0001 to Solicitation W15QKN-25-Q-A114 are as follows:
1. To correct the frequency of bulk trash (30 cubic yard dumpster) servicing by amending CLINs 0003,
1003, 2003, 3003 and 4003 from "monthly" to "yearly".
2. All other terms and conditions of Solicitation W15QKN-25-Q-A114 remain unchanged and in full
effect.

For this contract could you clarify on the language - the 30 yard dumpster changed from monthly service to a yearly. Will that remain on location for the year or will it
be only dropped, used and retrieved once per year?
