The 354th Eielson Contracting Quadron is seeking qualification packages for A&E services for the project below:
The Arctic Utilidor D & Arctic Utilidor H were constructed and installed in the 1950's and have exceeded their useful life. Many of
the pipes have patches and splices to keep them operational and pipe supports have rusted. In addition, it is suspected there is
significant infiltration and inflow (I&I) entering the system through the utilidor infrastructure due to aging waterproofing and
concrete joint sealing systems. This is causing the wastewater treatment plant to encroach on its permitted treatment volume
during spring break up. Based on previous utilidor projects, it is suspected there will be asbestos-containing material (ACM), but
a hazmat survey shall be conducted for both utilities to determine what hazardous materials are present. Both utilidors fall
within contaminated soils areas. Utilidor D will need the Design of the full-length replacement of all utility systems, this includes
sewer, water, steam, and condensate utility piping in the main utilidor. All lateral lines servicing the Butler Buildings 3435-3442
and Building 3426 shall also be replaced. The existing service to Building 3425 shall remain in place and be connected to the
new utility lines. Utilidor H will also need the full-length design of the replacement of all utility systems, all lateral lines servicing
the buildings shall be replaced. Also design three additional manholes for Utilidor H to provide a maximum of 300-feet spacing
between drip legs and traps.
The contract schedule set forth in the statement of work requires a delivery of 100% design documents in 216 calendar days.
