The FAA is seeking information on Supply Chain Management - Enterprise Resource Planning (SCM-ERP) Solution Support. FAA’s SCM-ERP solution currently runs primarily on IFS with interfaces to other FAA systems. This requirement is expected to be a Labor Hour type contract with multiple labor categories and multiple places of performance across the United States, including some remote work. Interested parties should review the attached Draft Performance Work Statement (PWS), which includes descriptions of required Labor Categories. The FAA is interested in industry comments on the PWS and labor categories, to include potential labor category titles, levels, and minimum qualifications.

The Federal Aviation Administration (FAA) is seeking interested sources that are capable of providing the subject services. Responses to this market survey will be used for informational purposes only. This is not a screening information request (SIR) or request for proposal (RFP) of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.

At this time, the nature of the competition has not been determined. The results of this market research will be used to make that determination in addition to other acquisition strategies.  The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, 8(a) certified firms, and all other business types and sizes capable of providing the services.

In order to make the determination, the FAA requires the following from interested vendors:

  1. Capability Statement - this document should identify:
    1. Services/Items provided by your firm.
    2. Types of services/items provided on previous contracts.
    3. Number of years in business.
  2. Rough Order of Magnitude (ROM) estimate for budgetary purposes only.

Interested parties should provide capability statements not greater than five pages. If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter.

All responses to this market survey must be received by July 11, 2025, 3:00 PM Central Time. The FAA will only accept submissions, including attachments, electronically emailed to: [email protected].

NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE SUBMITTED IN WRITING VIA EMAIL TO THE CONTRACTING OFFICER.

Please include "MARKET SURVEY RESPONSE: IFS SERVICES” in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documents submitted. All questions regarding the market survey will be used in the final development of the governments’ acquisition strategy.
