Description of goods to services to be bid: Through this Request for Qualifications (RFQL), NYSERDA will qualify Component Manufacturers to supply key components for a high performance retrofit solution that approaches or achieves net-zero energy performance. These components include, at minimum, whole-building high-performance envelope treatments, integrated mechanical systems, and monitoring systems. Components must be applicable to multifamily low- and mid-rise buildings in New York State. Component Manufacturers qualified through this RFQL will be eligible to supply components to Solution Providers qualifed through a separate RFQL to furnish and install a high performance retrofit solution on pilot Buildings qualified through a third RFQL. These pilot projects will then be eligible to receive gap-funding from NYSERDA through a forthcoming solicitation to defray the cost of the retrofit solution. No NYSERDA funding is associated with this RFQL whose sole purpose is to qualify Component Manufacturers for the next round of RetrofitNY pilot projects. If changes are made to this solicitation notification will be posted on NYSERDA’s website at: www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: The minimum eligibility requirements for Component Manufacturers are as follows: 1. The component must be applicable to one or more of the eight multifamily building typologies described in Section III.E.2 Prevalent Building Types of RFQL 4551 and relevant to a NZE Whole Building Retrofit Solution. 2. The Component Manufacturers are expected to collaborate with at least one Solution Provider delivering scalable, NZE Whole Building Retrofit Solutions and must, at a minimum, express a willingness to enter into agreements with one or more Solution Providers directly (and not through intermediaries). 3. Components will be qualified that fully satisfy all the functional needs of one or more of the following categories: a) Mechanical Systems: offsite manufactured mechanical system that delivers efficient electrified space heating, cooling, heat recapture ventilation and humidity control, and domestic hot water (DHW) generation. b) Envelope Systems: off-site manufactured panelized systems designed for Whole Building Retrofit Solutions in one or more of the building types identified in Section III.E.2 Prevalent Building Types of RFQL 4551. c) Monitoring Systems: measure and display relevant building performance information to various stakeholders (building owners, residents, service contract providers, building management). 4. The component must meet all New York State fire and building code requirements and satisfy NYS Housing and Community Design Guidelines and NYC Housing Preservation & Development Specifications for Rehabilitation Projects. 5. The Component Manufacturer must be willing to participate in showcases held by RetrofitNY designed to familiarize building owners with Whole Building Retrofit Solutions. 6. If qualified, the Component Manufacturer must share with RetrofitNY, within 60 days of qualification and on an annual basis, information about opportunities, absent proprietary details, to significantly improve the unit economics on the Whole Building Retrofit Solution and its major components. 7. If qualified, the Component Manufacturer must provide RetrofitNY, within 30 days of qualification, with a short description of its components approved through this RFQL and agree to allow RetrofitNY to post the descriptions of the solutions to a secure NYSERDA site for qualified Solution Providers and qualified Building Owners to review. 8. If qualified, the Component Manufacturer must provide, within 30 days being qualified under this RFQL, a letter from the company’s CFO or officer with fiduciary responsibility that includes two references and attests to the fact that the company it is financially stable and has sufficient cash on hand to deliver the specified component. 9. If qualified, the Component Manufacturer must regularly review, with the relevant Solution Provider, the deployment of Whole Building Retrofit Solutions in order to discuss errors, suggest changes in design or process, allow for the accumulation of knowledge from one project to the next, find efficiencies, improve the onsite installation process and improve quality control. 10. The Component Manufacturer must complete and submit the Component Manufacturer Workbook and must, within 30 days of a request, furnish any additional documentation, within reason, requested to support the information submitted in the workbook. 11. If qualified, the Component Manufacturer must execute the Component Manufacturer Participation Agreement which allows RetrofitNY to determine if the qualified Component Manufacturer continues to meet the minimum criteria listed in the RFQL 4551.
