The consultant can be an individual or group with, preferably, lived and/or foster care experience. Social media networking skills and website development skills are preferred. Familiarity and experience with engaging religious communities and diverse communities is also preferred. We anticipate these services will begin September 1, 2025, and continue through June 30, 2030. The Department plans to fund the Resource Parent Recruiter Services program in subsequent years, but future contracts are dependent on continued funding from the state and performance of the provider. We anticipate that this contract will have a maximum contract amount not to exceed $113,996.00 per year. Required Information Question Period – A period for asking questions regarding this RFP will be held from the release of the proposal through 4pm on Friday, June 20, 2025 . All questions must be submitted electronically to the Public Purchase site. Answers to all questions will be posted by 4pm on Thursday, July 3, 2025, on the Public Purchase website. Responses to Questionnaire – All respondents must submit a proposal that answers all of the questions/statements on the Questionnaire (See Attachment A). The provider should attach their respective service descriptions and provide additional information as necessary. All answers to the Questionnaire should be no more than 6-10 pages. Rate Sheet – All respondents must submit a rate sheet that explains the costs for their proposed services. Required Forms - All respondents must return the completed, required forms - Affidavit of Employee Criminal History – PA Child Protective Services Compliance Verification Form – Signature Page – Reference Page for Consultant – Certificate of Insurance (see Appendix D) All responses to this Request for Proposals must be submitted according to the format provided above. Only electronic submissions will be accepted. All responses must be received no later than 4:00pm on July 25, 2025. Proposals must be sent electronically to the Public Purchase website. Interviews, if determined to be necessary by CYF, will be scheduled in August 2025.
