The Human Resources (HR) Benefits Unit is responsible for the County of Sonoma’s (County) purchased and self-insured health and welfare insurance coverages and plans for employees, retirees, and their eligible dependents. HR Benefits Unit administers benefit programs to approximately 12,500 individuals comprised of 4,000 employees, 3,200 retirees, and 5,300 dependents. The benefits plan year is from June 1 to May 31 except for flexible spending accounts, which are provided on a calendar year basis. This RFP is being released to identify and establish a contract with one or more firms to assist the County with the management of its benefit plans and programs, including the following: -Medical Benefit -Dental Benefit -Vision Benefit -Long Term Disability Benefit (LTD) -Law Enforcement Long Term Disability Benefit (LELTD) -Life Insurance Benefit -Employee Assistance Program (EAP) -Flexible Spending Accounts -Retiree Health Reimbursement Arrangement (HRA) Other Post Employment Benefits (OPEB) For additional information regarding current benefit programs, please visit our website: https://sonomacounty.ca.gov/benefits QUESTIONS Proposers will be required to submit any and all questions in writing per the schedule in order for staff to prepare written responses to all consultants. Written answers will be shared with all potential bidders through an addendum on the County’s Supplier Portal and E-mail notification. LIVING WAGE The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased. Effective January 1, 2024, the living wage rate required under the LWO shall be $18.10 per hour, an increase over the previous $17.65 per hour. The increase was adopted by the County’s Board of Supervisors on December 12, 2023, in accordance with Sonoma Municipal Code section 2-377(d).
