The Cheyenne Regional Airport is issuing a Request for Proposals (RFP) from qualified contractors to convert an exisitng airport facility to a hangar located at 1204 Airport Parkway, Cheyenne, WY 82001. To be considered for this contract, your business must meet the qualifications and satisfy the requirements set forth in this Request for Proposals. Proposals must be received at the address listed below no later than 2:00 pm, local time, on July 18, 2025. Purpose The Cheyenne Regional Airport (CYS or Airport) is seeking proposals from qualified Consultants/Contractors to design, construct and manage the conversion of an existing building facility to a hangar at the Cheyenne Regional Airport. Introduction The Airport is seeking proposals from qualified Contractors/Consultants to design, construct and manage the conversion of a building to a hangar at the Cheyenne Regional Airport. The building will be modified to be used as a box hangar (Exhibit A). The Airport reserves the right to accept or reject any or all Proposer, alter the scope of work, to waive informalities and irregularities in the Proposal submission process to the extent permitted by law, to extend the date for submittal of responses, to request additional information from any or all Proposers, to supplement, amend or otherwise modify the RFP prior to the closing date and time, to cancel this request with or without the substitution of another RFP, to re-solicit or cancel the procurement process, and to accept a Proposal which is considered to be in the best interest of the Airport. The construction is subject to the requirements of the City of Cheyenne Unified Development Code and all applicable regulations of the FAA. Faxed or emailed copies will not be accepted. All responsive Proposals become the property of the Airport and must be provided without cost to the Airport. Except as otherwise provided herein, Proposals that are incomplete or which are not in conformance with the law, may be rejected as non-responsive. Any proposal submitted will be deemed to be valid for a period of up to 180 days following the close date of the RFP. Timely Proposals received shall be subject to applicable laws and regulations governing public disclosure. Submission of a Proposal indicates Acceptance by the Proposer of the conditions contained in this RFP, and the intent to enter into a Contract with the Airport. This RFP does not obligate the Airport to enter a Contract or pay any costs incurred in the preparation of a Proposal pursuant to this RFP or incurred in subsequent negotiations. It is the intent of the Airport to negotiate a Contract with the Proposer it deems most beneficial to the Airport. During the Proposal evaluation process, the Airport may request additional information or clarification from Proposers. Scope of Services The Airport is interested in obtaining design plans and construction services for the following 3 phase development of a building conversion to hangar at Cheyenne Regional Airport. Phase 1: Design Development-prepare and provide a set of working drawings that are ready for obtaining building permits. Phase 2: Site Development-Conversion to include utilities, electric, and any needed facility support or concrete pad. Phase 3: Hangar Conversion-Construction of a hangar door, roof, support material, update the fire suppression system as needed under NFPA, insulation and updated lighting systems and heating. Provide, if selected, a mutually acceptable set of working drawings prepared by licensed professionals qualified to practice in the State of Wyoming. All plans, specifications, as-built plans, and related construction documents shall become property of the Airport. Any portions of the foregoing deemed by the Consultant/Contractor to be confidential and/or proprietary shall be clearly marked as such. Such marking will be honored by the Airport to the extent deemed reasonable and as is permissible by law. Construction must start within 90 days of bid award. Construction must be completed within 6 calendar months unless otherwise agreed upon by both parties.
