This joint RFQ between the Cities of Lancaster and Palmdale aims to identify an independent contractor or entity to partner with the cities to streamline operations and deliver high-quality services across both jurisdictions. Both cities have existing contracts with Los Angeles County for animal control services. The cities are seeking an innovative partner to provide cost-effective, efficient, and human animal welfare services. It is the cities’ intention to partner with an entity(ies) to provide all associated animal care services privately and independently from Los Angeles County. Upon identifying a qualified vendor, the Cities would collaborate to identify a location that would be suitable for both communities. The selected vendor will be responsible for the following services: 1. Animal Control Operations: • Capture and transport stray, injured, or dangerous domestic animals • Respond to public complaints, including noise, neglect, and animal cruelty reports. • Enforce animal control ordinances and issue citations when necessary. • Maintain records of inspection and enforcement efforts, including detailed reports, correspondence, photographs, and other evidence that may be used in legal proceedings. 2. Shelter Operations and Animal Care: • Provide shelter and humane care for impounded animals. • Ensure animals are vaccinated, spayed/neutered, and treated for medical issues. • Manage adoption, rescue, and foster programs to reduce euthanasia rates. 3. Community Engagement and Education: • Conduct public education campaigns about responsible pet ownership. • Offer low-cost vaccination, spay/neuter, and microchipping services. • Organize community events such as adoption drives. 4. Emergency Preparedness : • Develop and implement plans for animal care during emergencies or natural disasters. • Coordinate with local emergency services to ensure animal welfare during crises. 5. Reporting and Compliance : • Maintain detailed records of operations, including impound statistics, adoption rates, and enforcement actions. • Provide monthly reports to each city’s designated contact. 6. Collaboration Across Cities: • Streamline operations and provide consistent service across Lancaster and Palmdale. • Ensure communication and coordination between cities’ officials. Approach : The purpose of the Request for Qualifications (RFQ) is to solicit a “project approach”. Firms submitting a response to this RFQ will be asked at minimum to state (1) their understanding and experience with this type of project; (2) offer their methodology to fulfill the Councils’ vision, including any applicable experience in successfully applying for relevant grant funding at the county, state and/or federal levels. The exact scope of work will be set forth in an agreement between the selected Developer and/or Service Provider and both the City of Lancaster and the City of Palmdale. The exact site location will be chosen based on input from each City and the and/or Service Provider. This may include an existing building or the construction of a new building. The size of the facility will be predicated upon the overall size of the lot and the size of the existing building, should there be one.
