TOWN OF NATICK NATICK, MASSACHUSETTS 01760 NOTICE TO RESPONDERS The Town of Natick, Natick Town Hall, 13 East Central Street, Natick, MA 01760 (“the Town”) invites the submission of sealed Responses for Owner’s Project Manager services related to electrification and energy upgrades at the Bennett-Hemenway Elementary School in Natick, Massachusetts. The Request for Qualifications (“RFQ”) may be obtained from the Director of Sustainability, 75 West Street, Natick, MA 01760, by emailing [email protected], Monday through Thursday, between 8:00 A.M. and 4:00 P.M. local time, and on Friday, between 8:00 A.M. and 12:00 P.M. (noon) local time, beginning on April 3, 2024. Please do not request prior to that time. Please request during regular business hours only. A Non-Mandatory Pre-Response Walk-Through will be held at the site of the Bennett-Hemenway Elementary School, 22 East Evergreen Road, Natick, MA 01760, at 3:30 P.M., on Tuesday, April 9, 2024. Sealed Responses will be received until 9:00 A.M. local time, April 25, 2024, at the Procurement Office, 75 West Street, Natick, MA 01760. If the Procurement Office is closed due to weather or other emergency, the deadline for receipt of Responses will be extended to the time posted above on the next business day upon which the Procurement Office is open. Pursuant to M.G.L. c. 149, §44A½, the Town reserves the right to award one (1) Contract, if at all, to the most qualified responsive and responsible Responder who complies with the Response Submission Requirements in Section 4 of the RFQ. The award of any contract pursuant to this RFQ shall be subject to appropriation by Natick Town Meeting. The Contract will be awarded, if at all, on a negotiated basis, with a fee not to exceed One hundred thirty thousand dollars and zero cents ($130,000.00), subject to negotiation and subject to all procedures outlined in the RFQ, pursuant to M.G.L. c. 149, §44A½ and all applicable regulations and guidelines. All Responses shall comply with the RFQ issued by the Town of Natick. The Town reserves the right to waive any informality in or to reject any, any part of, or all Responses in the best interest of the Town. An overview of the project’s goals and technical scope is provided in Appendix 11. The Total Project Budget, including construction costs and design fees, has been established at approximately two million five hundred thousand dollars and zero cents ($2,500,000.00). This agreement is for services related to a project that is funded by a federal grant from the U.S. Department of Energy. It is subject to federal reporting requirements and, the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022. All provisions of the Federal Davis Bacon Act shall be incorporated herein by reference.
