Justification & Appoval (J&A) for Sole Source Acquistion to Gannon & Scott Phoenix, Inc.
The 177th Fighter Wing Advanced Programs Office is required to sanitize all obsolete Special Access Program Information Technology (SAP IT) devices. The office currently has approximately 1,500lbs of obsolete SAP IT devices which require sanitization IAW DoD Standards and Reciprocity for Sanitization of Special Access Program Information Technology Devices (20 April 2020).
The 177th Fighter Wing Advanced Programs Office must transport the material to the contractor's place of performance; maintain 100% accountability; and witness destruction of the SAP material. Travel outside the local area incurring an overnight stay would require a security escort to maintain positive control of the material overnight. Based on the results of the Market Research; one vendor on the DoD Chief Information Officer's (CIO) Special Access Program (SAP) Registry is located in proximity to the 177th Fighter Wing to allow for travel & sanitization (destruction) in the same day. The vendor, Gannon & Scott, has self-certified as a small business.
