1. NOTICE:

This Sources Sought Synopsis/Request for Information (RFI) is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this Sources Sought/RFI. The Sources Sought/RFI is to determine potential sources, for information, and for planning purposes only. Only non-classified information shall be provided in your response.

The Government will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought/RFI. All interested parties are invited to respond.

The purpose of this Sources Sought/RFI is to conduct market research to determine what construction cost estimating software and unit pricing guides are available for Government use on its upcoming Simplified Acquisition of Base Engineering Requirements (SABER) reacquisition.

2. PROGRAM DETAILS:

The SABER will consist of multiple disciplines in construction such as maintenance, repair, and alteration of real property, with very limited design on facilities supported by Vandenberg Space Force Base (VSFB), California and various locations to include Santa Ynez Peak in Santa Barbara county, Pillar Point in San Mateo county, and Anderson Peak in Monterey County. Task orders issued against the SABER would involve a variety of disciplines such as demolition, reclamation, utilities, excavation, structures, electrical, mechanical, architectural, and other specialty and general construction work.  A Unit Price Guide (UPG) and associated software will be used as the basis for cost estimation of projects on the SABER.  For this effort the Government defines a UPG as commercial pricing tools such as computer cost databases and libraries of hard copy books which list construction tasks as line items by a unit of measure and a unit price.  The UPG and software that is selected for VSFB’s SABER will be used by both the Government and contractors to develop cost estimates to complete the various task orders anticipated to range between $2,000 and $5,000,000.  The estimates would additionally use coefficients which increase or decrease the order costs for areas such as overhead, profit, minimum design costs, G&A expenses, bond premiums, and gross receipt taxes.

3. CAPABILITY STATEMENTS:

Capability Statement: Interested contractors should demonstrate its product offering’s capabilities to include: ability to “localize” data either through the inclusion of or use of a local area cost factor or development of a localized UPG; ability to create line item estimates for a wide range of construction efforts; ability to utilize coefficients either internally to the software or via export to Microsoft Excel; the costs for licenses; how often the cost database is updated (e.g. monthly, quarterly, annually); the availability of instructor led training for new users; whether copies of the UPG database are available in either print or digital versions without the use of the software; and whether the software is locally installed (e.g. installed on user’s computers or an organization’s shared drive) or cloud/web based.
