The U.S. Army Corps of Engineers {USACE) Savannah District is issuing a Request for Proposal (RFP) solicitation for W912HN25R4001 for Project Number: 99656 Construct Unaccompanied Enlisted Personnel Housing (UEPH) Barracks, Fort Stewart, Georgia.
Type of Contract: The subsequent solicitation will result in a Firm-Fixed Price C-Type Stand-alone contract.
Product Service Code: Y1FC – Construction of Troop Housing Facilities
Type of Set-Aside & NAICS: This acquisition is being offered as Full and Open with a HUBZone evaluation preference IAW FAR 19.1307. The North American Industry Classification System (NAICS) code is 236220 – Commercial and Institutional
Building Construction, with a Small Business size standard of $45M. All certified small business bidders are encouraged to participate.
Construction Magnitude: In accordance with DFARS 236.204, the magnitude of this construction project is anticipated to be between $100,000,000 and $250,000,000.

Installation Access: Visitors, to include all personnel within a vehicle, need to proceed to the Visitor Control Center with a government issued ID (such as a driver’s license or passport), vehicle insurance and vehicle registration to obtain a single day pass. Visitor Control Center is at the Main Gate (Gate 1 - Hinesville), W. General Screven Way. Period of Performance: The period of performance including all options is anticipated to be 1,095 Calendar Days after the issuance of the notice to proceed.
Description of Work: The requirement to construct a standard design Unaccompanied Enlisted Personnel Housing (UEPH) Barracks was pulled forward and inserted into the FY22 Program Year and is needed now to support the Army's decision to realign Army units to Fort Stewart, GA (FSGA). New units include two multi-role bridge companies, a Short-Range Air Defense (SHORAD) Battalion, an Intelligence and Electronic Warfare Battalion, and an Engineer Brigade, Battalion, and Company. The Installation currently has a 1,136 space UEPH deficit that will increase to approximately 1,600 spaces with the arrival of these new units.
Acquisition Approach: This acquisition will be awarded in accordance with (IAW) FAR Part 15 Contracting by Negotiation and awarded using FAR 15.101-1 Tradeoff Process and FAR Part 36.214 Special Procedures for Price Negotiation in Construction Contracting to the Offeror whose proposal represents the best overall value and is determined to provide the most benefit to the Government. In order to determine which proposal represents the best value, a comparative assessment of proposals against all source selection criteria in the RFP when issued will be conducted, and in turn, the Government will compare proposals to one another. The Government reserves the right to make award to other than the lowest price and to reject any and all offers.

FACTOR 1 - PAST PERFORMANCE. This factor is more important than Factor 2.
FACTOR 2 – MANAGEMENT APPROACH. This factor is less important than Factor 1.
FACTOR 3 – SMALL BUSINESS PARTICIPATION PLAN. This is the least important Factor.
FACTOR 4 – PRICE. When combined, ALL NON-PRICE FACTORS are approximately equal to PRICE.

Registrations: System for Award Management (SAM)-Offerors shall maintain an active registration in the SAM database at https://sam.gov to be eligible for a Government contract award. Suppose the Offeror is a Joint Venture (JV). In that case, the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If an Offeror is not actively and successfully registered in the SAM database at the time of award, the Government reserves the right to award to the next prospective Offeror.
Procurement Integrated Enterprise Environment (PIEE): The only authorized transmission method for bids in response to the forthcoming solicitation is electronic via Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.
