NOAA – National Marine Fisheries Service – AFSC – Auke Bay Laboratory – U/V Waste Seawater Treatment System upgrade
This is a Sources Sought Notice in preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) is conducting market research to determine potential sources for upgrading a waste seawater treatment system that currently uses an Ozone treatment system prior to discharging of the seawater back into the environment. The Ozone treatment system is at the end of its service life and needs to be replaced with U/V disinfection units which the agency already possesses. Also needing replaced is the current cartridge filter system, which will be replaced with a sand filter (STA-RITE MODEL T-300BO-2 or equivalent). The agency would need the vendor supply the sand filtration unit along with various PVC piping, ball & check valves, gaskets, PVC primer/cement, and miscellaneous fittings. New flow meters will also be installed with the U/V disinfection units and the agency will provide the new flow meters.
As a part of the project – the Ozone treatment portions of the system will need to be dismantled (demolished). The government will dispose of the old materials and debris. Permit number AK0053236 has been issued by ADEC for the project and it is included with this package. The permit includes blueprints of the systems and outlines the scope of work.
The North American Industrial Classification System (NAICS) code is 238220 – Plumbing, Heating, and Air Conditioning contractors. The small-business size standard for this NAICS code is $19.0m in average annual receipts or less.

UV Upgrade Installation
PURPOSE: This project will replace the ozone system with 3 UV disinfection units. The project also replaces cartridge filters with a sand filter in the WWTP building. The project must be completed per the plans submitted to ADEC.
SCOPE OR MISSION: The contractor shall provide all equipment, personnel, tools, materials, supervision and other items and incidental services necessary, except for the UV disinfection units and flow meters, to complete the project per the approved ADEC plans. The government will supply the UV disinfection units and flow meters.
BACKGROUND: Ted Stevens Marine Research Institute (TSMRI) operates its own waste water treatment plant (WWTP) under Alaska Department of Environmental Conservation (ADEC) wastewater permit number AK0053236. The facility utilizes seawater for various purposes. The waste seawater is treated with ozone before discharging. The ozone treatment system is outdated and at the end of its service life.
TECHNICAL SPECIFICATIONS:
● All work shall be in conformance with applicable laws, regulation and codes, including but not limited to the State of Alaska 18 AAC 72 and NSF standard No. 40.
● The project shall follow the engineering plans without substantial deviations.
● UV units and flow meters are provided by the government.
● The contractor shall furnish all other parts necessary to complete the project.
SPECIAL REQUIREMENTS: Complete all work in accordance with applicable state laws, regulations, and code, as well as issued DEC permit.
DELIVERY SCHEDULE: The period of performance for project completion is within three months of the date of award.
