MCMINNVILLE WATER & LIGHTSTREET ASPHALT TRENCH/PATCH PAVING SERIVCES BIDS DUE MAY 14, 2024 BY 2:00 PM LOCAL TIME CALL FOR BIDSSealed Bids for the services of an Oregon licensed and bonded asphalt paving contractor for the Asphalt Trench/Patch Paving Services project for the City of McMinnville, a municipal corporation of the State of Oregon acting by and through its Water & Light Commission ("Owner" or "McMinnville Water & Light" or "MW&L"), will be accepted by Chad Hudson, Purchasing Manager at McMinnville Water & Light, until May 14, 2024 at 2:00 pm local time. Bids received prior to the deadline for submission will be publicly opened and read aloud at the time of bid closing at the address below. Bids will be evaluated for compliance with the contract requirements listed herein. Sealed Bids shall be delivered to one of the following addresses: Parcel Delivery/Physical address McMinnville Water & Light 855 NE Marsh Lane McMinnville, OR 97128 OR United States Postal Service McMinnville Water & Light P.O. Box 638 McMinnville, OR 97128 In accordance with ORS 279C.055 (10)(a), if an award it made is shall be shall be made to the lowest responsive and responsible bidder. All bids shall be valid for 60 days after bid opening. The work is a public works project subject to ORS 279C.800 to 279C.870 or 40 U.S.C. Section 3141, et seq.; prevailing wage rate of pay does apply to this Project. The awarded Contractor is required to have a Public Works Bond on file with the Oregon CCB before work begins. The awarded contractor will be required to furnish all labor, equipment and materials to install approximately 185 tons of level 2, ½ dense hot mix asphalt concrete (HMAC) in accordance with City of McMinnville Street Paving Standards. This project is comprised of paving multiple trench and leak patches in several different locations throughout the City of McMinnville. Contractor will be required to install HMAC to match the existing roadway crown or cross slope. All work shall be substantially completed by August 30, 2024. Contractors must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract with the Owner for public work in Oregon and shall have a minimum of three years' experience on projects of similar size and complexity to this Work under the current firm name. No bid will be received or considered by the Owner unless the bid form contains, or is accompanied by, a statement by the bidder, as a part of the bid that the provisions required by ORS 279C.838 and 279C.840 pertaining to prevailing wages shall be included in this contract. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this Project. Each bid must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. Bidder shall be registered with the Oregon Construction Contractors Board in accordance with the provisions of ORS 279C.365. Bids shall be submitted on the prescribed forms and must be accompanied by a certified check or bid bond executed in favor of McMinnville Water & Light in the amount of 10% of the amount bid. The successful bidder will be required to furnish the necessary performance and payment bonds for the faithful performance of the contract as prescribed in the Contract Documents. McMinnville Water & Light may reject any Bid not in compliance with the contract provisions and all prescribed Public Contracting procedures and requirements, including the requirement to demonstrate the Bidder's responsibility under ORS 279C.375(3)(b), and may reject for good cause all Bids after finding that doing so is in the public interest.
