PRE-SOLICITATION NOTICE / SYNOPSIS
This is notice that the U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to solicit for the following requirement:

PRODUCTION QUANTITY: 636 EA
OPTION QUANTITY: Up to 100%
END ITEM: M1A2 Abrams Tank Family of Vehicles
The forthcoming invitation for bids (IFB) will be a total small business set-aside and is anticipated to result in a firm-fixed-price contract. This is a pre-solicitation notice/synopsis only. It is neither a request for competitive bids/proposals nor a solicitation of offers. The Government does not intend to award a contract on the basis of this notice. The content of any future IFB shall take precedence over all information contained herein.
There is an export-controlled technical data package (TDP) associated with this requirement. The TDP is distribution code "D", which limits access to Department of Defense (DoD) and U.S. DoD contractors only. The forthcoming IFB will contain instructions on how to access this technical data. TDP access will not be granted prior to IFB issuance.
To be eligible for TDP access, an offeror must have a current DD Form 2345 - Militarily Critical Technical Data Agreement on file and certified with the Defense Logistics Information Service. To obtain certification, contractors must submit a DD Form 2345 to the U.S./Canada Joint Certification Office, along with copies of all necessary supporting documentation. Processing time is estimated at six (6) to ten (10) weeks after receipt of submission. The DD Form 2345 and instructions can be obtained from the Joint Certification Program website at:

The IFB, and any subsequent amendments thereto, will be issued electronically to the System for Award Management (SAM) website. The Government will not maintain an interested vendor mailing list. Therefore, it is incumbent upon any interested party to obtain the IFB and any amendments from SAM. Failure to obtain any amendments, and to respond to them prior to the date and time for receipt of bids, may render your bid nonresponsive and result in its rejection.
