The U.S. Department of Energy, National Energy Technology Laboratory, located in Morgantown, WV, Pittsburgh, PA, and Albany, OR, intends to issue a single source modification to increase the ceiling on the Mission Execution (ME) Support Services Contract 89243323CFE000074 with KBC Energy Solutions, LLC.
The contract supports NETL’s program/project planning, execution, evaluation, and process assessments as well as key processes that support these functions. Mission Execution scope includes, but is not limited to, technical writing, graphic design support, meeting planning and facilitation, technical proposal review, peer review planning and logistical support, road-mapping, project portfolio and program assessments, data management and process improvement, and National Environmental Policy Act (NEPA) support.
The proposed contract ceiling increase of $150M will allow ME support to continue at NETL uninterrupted. If the contract ceiling increase does not occur, the ME ceiling is insufficient to enable the Contractor to continue full operations for the base period of performance or full performance under the option period, if exercised, and could require NETL to suspend major mission support under the contract work activities until a new or substantially modified contract is put in place. KBC Energy Solutions, LLC., is the only source capable of providing the unique mix of requisite services.
