1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The Government intends to issue a single-award, non-personal service contract on a firm fixed-price (FFP) basis and to solicit the proposed services under the authority of Federal Acquisition Regulations (FAR) Part 12 and FAR Part 13. Contracts awarded under FAR 13 are not subject to FAR 15.3 procedures. Accordingly, award of a contract under this request, should an award be made, shall follow the procedures outlined in FAR 13, as supplemented.

This solicitation is issued as a request for quote (RFQ) and the solicitation number is W912PF25QTREA.

This combined synopsis/solicitation incorporates provisions and clauses for commercial services in effect through Federal Acquisition Circular (FAC) 2025-03 published 17 January 2025.

This requirement is being solicited for full and open competition on

 https://www.sam.gov. NAICS code for this requirement is 221310 “Water Supply and Irrigation Systems”, with a Product Service Code of Z1NE “Maintenance of Water Supply Facilities”.

2.  Description:  The contractor is responsible for the inspection, testing and calibration of the potable water treatment plant at Camp Darby and Depot and of the water osmosis treatment plants at Depot area, bldg. 5893. In addition, the contractor shall complete a monthly service to the sewage treatment plant at Depot and shall perform a special cleaning of the potable water storage tanks. Each task shall be completed in compliance with current laws and norms and the service shall be performed in accordance with the attached Performance Work Statement (Attachment 2 “Performance Work Statement”). The Contractor shall manage and provide all equipment, tools and labor necessary to perform the services, as outlined in the Performance Work Statement.

NOTE: The Contractor shall perform 100% of the work under this service with its own workforce. Only the technical assistance provided by authorized service centers technicians is allowed to perform services on proprietary systems, services requiring direct manufacturer support or specialized labor to execute the activities requiring specific qualifications detailed at PWS 5.2.1.4. (in accordance with the Italian Law n. 82/1994).
