The Wisconsin Department of Transportation (WisDOT or DOT), through its Purchasing Unit (Purchasing), intends to use the results of this procurement to obtain a Truck Parking Counter and Information Management System and establish a contract from the lowest, responsive, responsible bidder. The Wisconsin Department of Transportation (WisDOT) has an established real time truck information management system (TPIMS) there will be a total of fifteen (15) rest area sites in the State, eleven (11) sites are active, with four (4) non-active sites that are currently being renovated or constructed. Of the four (4) non-active sites, three (3) sites are estimated to be completed and will need implementation of their system by fall of 2025, with the last site estimated to be completed in 2027. The current truck parking system utilizes in-pavement magnetometers, one placed on the entrance ramp to the truck parking lot and one placed on the exit ramp. The “pucks” detect a change in the magnetic field around them when vehicles drive over them. The bidder’s system must have the capability to count vehicles in and out of the parking/rest area, including the ability to add or subtract from the known number of trucks in the lot. System must interact directly with the “pucks” at each site, deriving the count of vehicles in and out, with the capability to send the calculated number of available stalls to WisDOT, via the Truck Parking Information Management System (TPIMS) specified data feed. The data feed will then be disseminated to roadside signage and third-party truck parking websites/apps. The system includes but is not limited to; Closed-Circuit Television (CCTV) cameras, in-pavement magnetometers, software development, servers and communications infrastructure. The system generates a data feed which is available to the WisDOT Statewide Advanced Traffic Management System (ATMS) software. The project provides WisDOT with truck parking availability for public rest areas. This project will include user interfaces to monitor and manually verify/update vehicle counts for WisDOT truck parking operators, WisDOT ATMS and WisDOT 511 Traveler Information.
