The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) intends to solicit proposals in response to Request for Proposals (RFP) 70B06C25R00000018 for Law Enforcement Safety & Compliance (LESC) 9mm duty and reduced hazard qualification ammunition. The Government anticipates making a single indefinite delivery, indefinite quantity (IDIQ) award resulting from this solicitation. The anticipated contract will be issued with a period of performance of five (5) years. All required supplies are detailed in the Statement of Work, which will be included with the RFP.

The RFP will be issued as FAR 15 competitive, unrestricted solicitation. The associated North America Industry Classification System (NAICS) code is 332992 (Small Arms Manufacturing). The SBA size standard is 1,300 employees. The solicitation documents will be issued on or about March 1, 2025 with due date approximately July 11, 2025. Final dates will be dependent on solicitation release and are subject to change. 

Potential offerors MUST register at SAM.gov in order to receive notification and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.

To promote transparency and provide an opportunity for industry feedback, find attached to this presolicitation notice a DRAFT Request for Proposals (RFP) 70B06C25R00000018. This RFP is in DRAFT state and is not the final version. CBP is not soliciting quotes/proposals in response to the DRAFT documents, but soliciting feedback regarding inconsistencies, ambiguities, or information on requirements within the documents that do not align with standard industry practices. CBP may or may not act on or incorporate the recommendations, and CBP is not reimbursing respondents for any information provided. Further, CBP does not guarantee an official RFP will result from this notice or draft version. All submissions become Government property.
