Project 25-0002, USMC Repair Interior Offices, Bldg. 3103, is located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of ninety (90) calendar days.
This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code of 238320 (Painting and Wall Covering Contractors), size standard $19.0 Million. The solicitation will be issued as a Request for Proposal (RFP) expected in early July 2025 with an estimated thirty (30) day response period.
The purpose of this project is repair to the interior walls and paint, removal and replacement of carpet/cove base, painting of door frames and trim, applying custom graphics to identified walls and any other miscellaneous requirements necessary to accomplish the work of repairing the interior finishes of Building 3103, Marine Recruiter Offices and Conference Room. The Contractor shall provide all labor, materials, and equipment to install, construct, and complete the work planned in accordance with the Statement of Work (SOW) and associated documents.
In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $100,000.00 and $250,000.00.
There is no Government Furnished Property supplied for this project.
There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to supplying a proposal, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet website at https://SAM.gov. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of the award, an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award the next prospective offeror.

All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the offeror(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site.
