The purpose of this amendment is to: 1) Extend the due date for the solicitation to May 7, 2021 and technical quotes to May 14, 2021. 2) Amend the language at Section D.2.1.1.2 - Tents (Type 1 IBU) and D.2.1.2.2 -Tents (Type 2 IBU) to include the requirement of an insulation kit. 3) Amend D.23 to include an Exhibit J, NWCG Potable Water Tank Specification. All references in the solicitation to the NWCG Potable Water Tank Specification are amended hereby to read as Exhibit J. The contents can be found at the following link or by request: https://www.fs.usda.gov/Internet/FSE_DOCUMENTS/stelprdb5366495.docx 4) Amend Section D.3 to include AGAR 452.237-74--Key Personnel, as below, and to add the following language: All units shall be accompanied full-time by an on-site manager, per the Key Personnel Clause. 5) Amend the Technical Submission requirements found at E.2-INSTRUCTIONS FOR SUBMITTING TECHNICAL QUOTES, under the heading TECHNICAL QUOTE SUBMITTAL REQUIREMENTS. Only one submission requirement is listed. Your Technical response to section b) must be sent to the email address found in section E.2 by the due date, which is addressed above. 6) To provide the following equipment location clarity: For the purpose of this solicitation, the boundary between Northern and Southern CA is the southern boundary of Santa Cruz County to Interstate 5, then along the southern boundaries of Sacramento, Amador and El Dorado Counties. 452.237-74 KEY PERSONNEL (FEB 1988) (a) The Contractor shall assign to this contract the following key personnel: _on-site manager__ (b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions. (c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.
