 This proposed procurement is 8(a) Competitive (FAR 19.805), Request for Proposal; NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19,000,000.00. Project Description: The U.S. Army Corps of Engineers, Baltimore District is contemplating a solicitation for a firm-fixed price, design-build, indefinite delivery indefinite quantity (IDIQ), single award task order contract for Electrical support of the Washington Aqueduct (WA). The contract capacity would be $8,000,000 with a five-year ordering period. The Government is seeking qualified, experienced 8(a) participants capable of providing the required services. The proposed contract will allow for engineering and construction services for repair or upgrade of electrical equipment within a complex water treatment plant that consists of, but not limited to, typical elements for repairs, rehabilitation, modification, upgrades and renovations of electrical systems in an industrial environment. Work is to be performed within the boundaries of the Baltimore District primarily at Washington Aqueduct facilities.  Scope of Work: The Contractor shall provide all management, plans, supervision, labor, equipment and materials necessary to perform design; construction; retrofitting or replacement related to electrical work throughout the Washington Aqueduct drinking water transmission system. Work shall be performed under Construction or Design-Construct (Design-Build) negotiated Firm-Fixed-Price Task Orders (TOs). For purposes of this solicitation, the term Design/Construct and Design/Build are understood to be interchangeable and one in the same. The Washington Aqueduct (WA), a division of the Baltimore District United States Army Corps of Engineers (USACE), treats water drawn from the Potomac River to produce drinking water for Washington, DC and portions of Northern Virginia. Typical work may include but is not limited to repair and renovation of existing facilities of the following types: industrial, power distribution, pumping stations, water treatment process equipment, office and electrical infrastructure such as motors, variable frequency drives, circuit breakers, switchgears, power protection relays, etc. Representative work examples may include SCADA improvements, power protection system upgrades, electrical distribution service improvements, electrical studies, arc flash safety assessments, coordination studies, generator upgrades, medium to low voltage distribution equipment upgrades, industrial electrical equipment maintenance and replacement, etc.  Work may also include construction of new facilities. Representative work examples may include installation of new generators, variable frequency drives, motor control centers, transformers, etc.    Work may be associated with both non-military and military construction.Additional information in accordance with the Scope of Work will be included in the Request for Proposal (RFP) package. An award will be made to the Offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. The solicitation is expected to be issued on or about 21 April 2025.Solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of the SAM.gov system.
