UPDATE (12/7/2023) - USACE to host a virtual Presolicitation Call on 14 DEC 2023 at 11:00am Pacific Time to discuss the Public Review of the Plans & Specifications (refer to attachments: WCHOP24_PLANS_Public_Review and WCHOP24_SPECS_Public_Review)

The U.S. Army Corps of Engineers Portland District intends to issue a firm-fixed price (FFP), Invitation for Bids (IFB) No. W9127N24B0003 to meet the requirements of the West Coast Hopper Maintenance Dredging project 2024. This dredging project includes work at Humboldt Bay, CA (HUM); Mouth of the Columbia River, OR/WA (MCR); Lower Columbia River, OR/WA (LCR); and Grays Harbor, WA (GRY).

The contractor shall furnish a suitable hopper dredge and support equipment to perform all work required to remove the specified materials from within the dredging pay area limits. The anticipated period of performance for work at the GRY is 1 April 2024 through 30 April 2024, 1 May 2024 through 30 November 2024 for HUM, 15 June 2024 through 30 November 2024 for MCR and 15 June 2024 through 15 December 2024 for LCR. Water quality monitoring will be required in accordance with the current water quality certificates.  

Approximately 3.3M cubic yards of routine maintenance dredging at GRY, HUM, LCR, and MCR will be included as mandatory line items, with additional optional items for approximately 2.85M cubic yards, to be awarded based on project needs and availability of funding.

USACE intends to host a virtual presolicitation meeting on 04 January 2024 at 9:00am Pacific Time to openly share information and discuss the project and assumptions prior to the solicitation being issued. The solicitation will be available for download on or about 16 January 2024 with bids due 30 days after advertisement.

This procurement is anticipated to be solicited allowing for full and open competition (unrestricted) and is open to both small and large business concerns. A small business subcontracting plan will be required for large businesses. The NAICS code for this procurement is 237990, Dredging and Surface Cleanup Activities. The small business size standard is $37 million. The magnitude of construction more than $10,000,000.
