INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the construction of Project 620A4-19-202 Replace Chilled Water Lines Construction project at the Castle Point VA Health Care Center (VAMC) at 41 Castle Point Road, Wappingers Falls, NY 12590-7004. PROJECT DESCRIPTION: The Castle Point VAMC is seeking a general Contractor to furnish all materials, equipment, personnel and supervision to accomplish the work as described in the contract drawings and specifications and comply with VA specifications and VA regulations, procedures and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies for Project 620A4-19-202 Replace Chilled Water Lines Construction NRM project at the Castle Point Campus of the Hudson Valley Health Care System, New York. Contractor shall be responsible to complete the work within the contractual period of performance, and within the work hours as defined in the contract. Contractor shall be responsible to plan and develop activities, phasing and project scheduling. This includes coordinating with programs currently occupying the buildings during project construction. Contractor shall be responsible to coordinate and schedule work to minimize any short duration shutdowns. The chilled water distribution system at Castle Point was installed in the early 1980 s and both the piping and associated appurtenance are at their end of life. Annual activation of the main distribution line in the spring has been delayed due to the ever-increasing amount of maintenance required to energize the system. Replacement of this system will allow for seamless transition from winter heating to summer cooling utility configuration. Thus, maintaining patient care and ensuring safety with adherence to thermal ASHRAE requirements within the facility. The objective of this acquisition is to procure construction services to replace the main chilled water distribution piping and related appurtenances as outlined in the accompanying drawings and specifications. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in late June/early July 2025. The period of performance is approximately 1100 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
