The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award a purchase order to International Union for Conservation of Nature and Natural Resources (IUCN), 1630 Connecticut Ave NW STE 300, Washington, DC 20009 for the analysis of proposals that amend the CITES Appendices at CITES CoP17. This analysis (known as The Analyses) will be conducted by a global network of species experts and coordinated through the IUCN Species Survival Commission (SSC). The SSC will compile the analyses from all of the experts into a single document for translation and distribution prior to CITES CoP17. The Analyses will provide scientific support for the decision-making process of CITES Parties with regard to species listing proposals and amendment of the Appendices. TRAFFIC will focus on the analysis of the trade, using components of the proposals in addition to drawing on its own information sources and expert networks. The resulting document, compiled by IUCN, will bring together a broad range of expertise, which will be of assistance in the discussions of the proposals. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
