Under the authority of FAR 6.302-1, the U.S. Army Natick Contracting Division, Kansas Street, Natick, MA, on behalf of the Naval Health Research Center - Detachment, Directed Energy Bioeffects Laboratory (NHRC DET DEBL)San Diego, CA, intends to negotiate and award a contract on a sole source basis with The Henry M Jackson Foundation for the Advancement of Military Medicine, 140 Rockville Pike STE 600, Rockville, MD 20852-1402. The Jackson Foundation is the current contractor working on NHRC DETDEBL projects and this will allow for a bridge contract until the next contract award. The projects that The Jackson Foundation will be focusing on are 1.) Magnetic Resonance Imaging of current density and current pathways using Animal Models, 2.) Confirmation that the Human Electro-muscular Incapacitation (HEMI) principal is spinal reflex stimulation based and adjust electrical signal parameters to optimize the effective HEMI signal and 3.) Investigate adaptation of Alternating Direction Implicit. Nothing herein should be misconstrued as a request for proposal. No solicitation document is available.
