This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Alexander Consulting and Training Inc., P.O. Box 1035, Hayes, VA 23072-1037. The agency is seeking assistance & guidance to improve effectiveness of administrative support for NIDA IRP scientists (02/27/2012 to 07/20/2012). The vendor has spent almost a year working with NIDA IRP scientists in developing clear performance standards and guidance that address the unique work that NIH research scientists perform. As a result of the initial work, IRP Administrative Management has identified a need to review and restructure the administrative performance criteria to mirror what has been established for the scientists. The services to be performed will be in Data Collection - review existing materials including position descriptions and performance elements and standards; conduct focus group meetings with designated stakeholders in order to identify what works well and what may need to be changed; conduct interviews with designated stakeholders to identify and address specific issues and concerns.Data Compilation and Analysis - summarize and compile data, identifying recurring patterns and trends; clarify and confirm data and conclusions as needed; prepare summary report and recommended next steps.Implementation - complete agreed to tasks, e.g.: performance elements and standards; revised position descriptions and proposed career paths; individual development plans, including cross-training and mentoring; realignment of administrative support structure, position mix and workload distribution.Communications and Roll-out - meetings and briefings to communicate findings and recommendations; developing related guidance or providing coaching/advisory services.Vendor must have a clear understanding of the scientific mission of the NIH and the unique requirements of scientists and administrators working to support the NIDA IRP. Vendor must also have experience working with HHS performance plans and personnel systems. Consultant must be able to demonstrate they can function at a GS 14 level. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement.
