The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for Scopes and Sights for the M-4 Rifle. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type cont ract with Atlantic Research Marketing Systems, Inc.(A.R.M.S.) located in West Bridgewater, Massachusetts. The basis for restricting competition is the proprietary rights of the manufacturer (A.R.M.S.) and the duplicative cost to the Government to utilize another source to satisfy the Governments requirement. Required quantities are 350 A.R.M.S. #50C Slimline Bi-Level System and 350 A.R.M.S. #40L Flip Up Rear Sight. NAICS code for this procurement is 333314 and the small business size standard is 500 emp loyees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 14 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion fo r the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiation with the manufacturer, A.R.M.S.
