The US Army Medical Research Acquisition Activity proposes to award to FD NeuroTechnologies Consulting & Services, Inc, PO Box 785, Ellicott City, MD 21041, on a sole source basis, for immunohistochemical staining techniques developed by FD Neurotechnologies for processing rat brain tissue. This is for the continuation of current on going research project. Competing this requirement and awarding to any other source would result in substantial delays and disruption of a project already in progress and would also increase the overall cost to the Government. There is no solicitation number, for reference use PR Number W74MYF8067N766. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive quote. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
