The US Army Space and Missile Defense Command intends to negotiate on a sole source basis with DeciBel Research, Incorporated, Huntsville, Alabama, to fulfill a requirement of the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor (JLENS) Product Office for target generating devices under Contract W9113M-05-C-0128. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Under the authority of FAR 6.302-1, this action is directed toward DeciBel Research, Incorporated and will be a modification to existing Contract W9113M-05-C-0128. Award to any source other than DeciBel would result in unacceptable delays and substantial costs. This acquisition is not open to foreign firms. All responses should be directed to Dianne Trimble at [email protected] and must be received within fifteen (15) days from the publication date of this synopsis. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source modification to Contract W9113M-05-C-0128 is not a request for competitive proposals. A determination by the government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
