The Contracting Center of Excellence (CCE), on behalf of the U.S. Army Environmental Center, intends to award a sole source contract to the Commonwealth of Massachusetts Department of Environmental Protection for regulatory assistance with Massachuse tts Military Reservation (MMR) Impact Area Groundwater Study Program (IAGWAP) being conducted in compliance with the Environmental Protection Agency, Region 1 Administrative Orders in order to clean up and close out contaminated sites. Required by Massach usetts law, the Commonwealth of Massachusetts Department of Environmental Protection, Inc. is the only company currently able to provide assistance and oversight of the IAGWAP. The contractor will: assist in ensuring that during the course of the investi gation and remediation all applicable laws and regulations are followed; all correspondence and program materials are reviewed, revised as needed and completed in a timely manner; assist with public meetings; and become actively engaged in Community Involv ement and educational outreach activities. This effort supports one of the four EPA Administrative Orders under the Safe Drinking Water Act requiring investigation and clean up of underground water contamination. The proposed contract action is for serv ices for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider a ll capability statements received within ten days of the date of publication of this synopsis.
