17. The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for
Radio Equipment manufactured by Motorola as follows: Batterias 2000 MAH-IMPRESS NNTN4436, 50 Each; Multi Unit Chargers, WPLN4108, 31 Each; and Single Radio Charger s, WPLN-4111, 92 Each. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price purchase order with West Kentucky 2-Way Radio, Central City, Kentucky. The basis for restricting competition is that Motorola manufactured the intrinsic safe system and equipment being replaced. Motorola is believed to be the only source who can manufacture the batteries and cha rgers to be compatible with the original system equipment. Further, West Kentucky 2-Way Radio is the authorized/certified representative of Motorola for the Fort Campbell area. NAICS code for this procurement is 334220 and the small business size standar d is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficien t detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the d iscretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with the West Kentucky 2-Way Radio, the manufacturers authorized/certified representative.
