The United States Property and Fiscal Office for Connecticut intends to negotiate a firm fixed price contract, on a sole source basis, with Flir Systems Inc. 27700A SW Parkway Ave, Wilsonville, OR 97070 for the repair of the Ultra 7500 compact turret /multi Sensor to include the replacement of the BOM Backplane and cooler assembly. Flir Systems Inc is the only known source that can provide the required repair. In the absence of qualified sources, a contract will be awarded, under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All qualified sources must respond in writing not later than 2:00 PM, July 25, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
