Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, and utilizing FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick , MA on behalf of the United States Army  Soldier System Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis with Malden Mills, 46 Stafford Street, Lawrence, MA 01841-2422. This effort is to provide the Government wi th 199 single layer, flame resistant garments, for testing and evaluation purposes. The specific garments sought for testing are developmental single layer, flame resistant garments which are specifically designed to be integrated with body armor. The garments will be manufactured, in part, from velour fabric having flame retardance capa bilities, and composite raised surface textile fabrics designed to maintain comfortable temperature conditions along the skin. The garments will be designed to be integrated with body armor. Multiple U.S. patents have been issued to Malden Mills for vari ous features that shall be included in the garments. As such, Malden Mills is the only available source for the garments. Therefore the contract will be awarded to Malden Mills.
