The US Army Medical Research Acquisition Activity proposes to award to I.S.S. (USA), INC., 1602 Newton Drive, Champaign, IL 61822-1061 on a sole source basis, for a Two Channel Near Spectrometer. Competing this requirement and awarding to any other manufacturer would result in substantial delays in on going research which could have National Security implications. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
