The US Army Medical Research Acquisition Activity proposes to award to Rotem, Incorporated, 4825 Creekstone Dr. STE 120, Durham, NC 27703-8051 on a sole source basis, for a delta instrument which performs thromboelastometry. Competing this requirement and awarding to any other manufacturer would result in substantial delays in on going research. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
