The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for Digital Mission Data Recorders (Base Units) and Memory Modules for the Army AH-64D Apache Longbow Helicopters. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type contract with TEAC Aerospace Technologies located in Montebellow, California. The basis for r estricting competition is the proprietary rights of TEAC Aerospace Technologies and the duplicative cost to the Government to utilize another source to satisfy the Government’s requirement. Required quantities are 72 each of the VSC-MDR80/R Mission D ata Recorder and 81 each of the 80RMM-FD8 Removable Memory Module which has been approved for use with the AH-64D fleet. NAICS code for this procurement is 421690 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it c an meet the requirements may give written notification to the Contracting Officer within 14 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the re quirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If n o responses are received, the Government will proceed with the sole source negotiation with the manufacturer, TEAC Aerospace Technologies.
