Under the authority of FAR 6.302-1, the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army  Soldier Systems Center, Natick, MA intends to negotiate and award a purchase order on a sole sourc e basis with Photon Technology International, Inc. 1009 Lenox Drive, Suite 104, Lawrenceville, NJ 08648-2321. This effort is to provide the Government with a spectrofluorometer with a detection limit for fluorescein in the attomolar range, a sample holder whose sample temperature can be adjusted to provide rapid (at least 10 ºC/minute) sample temperature changes in the range of 4ºC to 90ºC, as well as sample holders which can accommodate solid samples (powders and thin films). Photon Technology International is the only manufacturer of a spectrofluorometer which meets program requirements for fluorescein detection limits, rapid sample temperature changes in desired working temperature ranges, and solid sample holders. Additiona lly, the spectrofluorometer manufactured by Photon Technology International offers users the ability to load the analysis software on multiple off-line computers so that data can be analyzed on a remote computer while a new experiment is being performed on the instrument, which is a program requirement as well.
