The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c), with ProLabs to purchase a Ssmex Pochi Hematology System suited to OCONUS needs because of the small sample volume requirements (15uL whole blood or 20 uL pre-diluted), speed of sampling (3 minutes per sample), data storage options including up to 100 samples at a time, closed tube system that helps to avoid potential exposure to infectious aents and ease of use. The system will be used on site in the Democratic Republic of Congo.

Invitrogen is uniquely qualified to meet the Governments need due to the systems capability of providing the following parameters: Whole Blood Mode: WBC, RBC, HGB, HCT, MCV, MCH, MCHC, PLT, LYM#, LYM%, MXD#, MXd%, NEUT#, NEUT% RDW-SD, RDW-CV, MPV, Pre-Diluted Mode: WBC, RBC, HGB, HCT, MCV, MCH, MCHC, PLT. The system must include a closed tube system for working with infectious agents.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by September 24, 2008, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
