The United States Army Intelligence and Security Command intends to award a contract on an other than full and open competitive basis for Maxwell Two Talker Speech Masking System. The anticipated award will be made under the Authority of 10 U.S.C. 23 04(c)(1) and FAR 6.302-1, Only One Responsible Source, to Transformational Security,LLC, 6785 Business Parkway, Suite 10, Elkridge, MD 21075. Contractor is the sole manufacturer that possesses the ability for manufacturing this item. This notice of intent is not a request for proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considere d solely for the purpose of determining whether to conduct a competitive procurement. See Note 22, with the exception that the time period for the receipt of proposals for consideration is 3 days instead of 45 days.
