This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation number W912JD-13-T-0004 is a request for quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-69.

This acquisition is 100% set-aside for small business under NAICS 451110 size standard $14.0 million.

General description of requirement: The Government's requirement is six (6) Anschutz match-grade biathlon rifles and accessories for a total of ten (10) rifles. The details for each CLIN are included in the attached document titled Equipment Specifications. The items to be procured are specialized match grade rifles and supporting accessories. CLINS 0001, 0002, and 0003 are brand name requirements per the attached justification and approval document. CLINS 0004 through 0007 are Brand name or Equal requirements in accordance with FAR 11.104 -Use of Brand Name or Equal Purchase Descriptions (see attached document FAR 52.211-6 Brand Name or Equal). Accessories shall be compatible across all CLINS.

Date required: No later than 31 December 2013, shipping shall be FOB destination to 194 Winthrop Street, Bldg 14 Camp Keyes, Augusta, ME 04333-0032.

Evaluation of quotes: Quotes shall be evaluated on a best value basis. If a quote is responsive and deemed technically acceptable, quotes will be evaluated on a best value basis where best value is determined based on approximately equal weightings of delivery date and price.
