Stryker Family of Vehicles (FoV) Non-Recurring Engineering (NRE) and the Production Tooling, Fixtures and Test Equipment to support production of a 4th brigade of Double-V Hull (DVH) vehicles in the Engineering Change Proposal (ECP) configuration

Under the authority of FAR 6.302-1, the Government plans to award a Cost Plus Incentive Fee (CPIF) modification to Contract W56HZV-14-C-B019, to General Dynamics Land Systems (GDLS) for the NRE and the Production Tooling, Fixtures and Test Equipment required to support the production of a 4th Stryker ECP DVH brigade set from a source Stryker Flat Bottom Hull (FBH) brigade set. This first Stryker ECP DVH brigade will be similar to the FBH/DVH Exchange program, except that the reclaimed common components from the FBH donor vehicles will be installed in a production ECP DVH Stryker. This 4th Stryker brigade will be created based on a Stryker FBH direct to Stryker ECP DVH brigade set conversion process.

GDLS is the only known source with the unique background and engineering expertise required for the complex vehicle engineering tasks associated with producing the Stryker FBH directly to a DVH ECP. GDLS is also the Original Equipment Manufacturer (OEM) of all Stryker variants and retains ownership of the TDP. GDLS is also already in the process of taking a Stryker DVH to a Stryker DVH ECP by performing the Engineering Design, Prototype Development, Logistics, Test, and Evaluation Support under the ECP Phase II Contract W56HZV-14-C-B019.

To maximize subcontracting opportunities, the OEM will be directed contractually to compete work at principal subcontractor and lower tier vendor levels in support of Government competition objectives.
