Under the authority of FAR 6.302-1, the Government plans to award a Firm-Fixed Price (FFP), modification to the current three-year requirements contract W56HZV-13-D-0008 with General Dynamics Land Systems (GDLS). The purpose of this modification is to extend the third ordering period for DVH Stryker Exchange Vehicles which expires on 31 October 2015. The proposed extension is an additional four months (1 November 2015 to 29 Feb 2016) which will allow the Project Management Office Stryker Brigade Combat Team (PMO SBCT) to order a quantity of Stryker Exchange Vehicles and Engineering Support in Production (ESIP) needed for the 3rd Stryker DVH Brigade.
The procurement will be executed using an Exchange process in which existing Flat Bottom Hull (FBH) Stryker Vehicles will be disassembled and inspected for repairable and reusable parts. The reusable parts are then paired with new DVH structures.
GDLS is the only known source with the unique engineering expertise required for the complex vehicle engineering tasks associated with the Stryker Exchange program. GDLS is also the Original Equipment Manufacturer (OEM) of all Stryker variants and retains ownership of the TDP.
To maximize subcontracting opportunities, the OEM will be directed contractually to compete work at principal subcontractor and lower tier vendor levels in support of Government competition objectives.
