The US Army Tank-Automotive and Armaments Command- Picatinny has a requirement to purchase M31A2 Granular Propellant for M232A1 MACS Propelling Charge. The government intends to solicit, negotiate, and award on a sole-source basis to EXPRO Tec, St. Timothee, Quebec, Canada. EXPRO Tec, St. Timothee, Quebec, Canada is the current sole source for the M31A2 propellant. It has manufactured over 360,000 pounds of M31A2 triple-base propellant to support MACS M232A1 propelling charge development. Additionally, Expro Tec was contracted to produce over 4.2 million pounds of M31A2 propellant. Expro Tec has skilled personnel with extensive experience in solvent propellant production. The 155mm M231/M232A1 propelling charges known as MACS (Modular Artillery Charge System) satisfy all zoning requirements of 155mm artillery (M231-zones 1 and 2, and M232A1-zones 3 and higher). The 155mm MACS propelling charges can be handled by automated loading/re-supply equipment and also manually. Because of this versatility MACS can be used with currently fielded howitzers and future planned artillery systems. The resulting contract will be a firm fixed price contract for M31A2 granular propellant for M232A1 propelling charge. This requirement also includes an option(s) to purchase approximately 6 million additional pounds of M31A2 propellant.
