This request for information is for planning purposes only; this is not a Request for Quotations or Proposals. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government is issuing thi s RFI to obtain information from industry which would permit a feasibility assessment of achieving the DCGS-A capability within the program schedule identified and to assist the Government in determining the best acquisition strategy for accomplishing Spir al 5 Software applications and hardware low rate or full rate production objectives. All interested firms are encouraged to respond to this RFI by providing the information specified in the paragraphs below, on or before 1700 hours on 11 April 2005. PM DCGS-A is seeking separate White Papers from interested parties regarding their approach and capabilities to provide (1) DCGS-A Spiral 5 software applications that meet open system standards that are based upon a Service Oriented Architecture (SOA) and (2) implementation approaches associated with execution of a DCGS-A Hardware Low Rate or Full Rate Production effort. The government is also interested in learning about current industry practices for the aforementioned DCGS-A efforts as well as any existi ng industry models, standards, risk mitigation plans; corporate experience with Command Control Communications Computers Intelligence, Surveillance, and Reconnaissance (C4ISR) net-centric architectures. The key tenets of the program are: Create opportunity for the best of industry to participate; Leverage Government technology base to the maximum extent; Associate on-going enabling efforts with DCGS-A activities; At a minimum, ensure commonality at subsys tem/component level; Provide interoperability at the database level across all service DCGS components via the DIB; Design/Plan for technology integration and insertion; Maintain and shape the industrial base for the future; Retain competition throughout F uture Force acquisition at the sub-component level; Ensure appropriate PM involvement in procurement processes (Make/Buy Approval); Practice consistent and continuous definition of requirements; Safeguard program affordabilitybalance performance and susta inment; and, Utilize an Integrated Digital Environment to share data among Integrated Product Team (IPT) members. Commencing the week of 25 April 2005 the Government may afford interested parties an opportunity to discuss the contents of their White Papers during an industry one-on-one session where it is envisioned the parties will engage in an active information exc hange dialog to aid the governments feasibility assessment. It is anticipated that any such sessions would not exceed four hours and will take place at PM DCGS-A at Fort Monmouth, NJ. Access to the Installation is controlled and all visitor requests mus t be sent to the PM, DCGS-A Security Manager, TARA DEPUE 732-427-4007, BLDG 550, SALTZMAN AVE, FT MONMOUTH, NJ. Please allow 3-4 days prior to any scheduled visit for the processing of the necessary access paperwork . Please be advised that PM DCGS-A intends to brief this program at the upcoming CECOM Advanced Planning Briefing to Industry currently scheduled for 13-14 June 2005 at Gibbs Hall, Fort Monmouth, NJ.
