The U.S. Army TACOM-ARDEC, Picatinny, NJ and the Product Manager for Paladin/ FAASV has released a DRAFT Request for Proposal (RFP) DAAE30-02-R-0222 for providing the services required to be the prime contractor for Systems Techical Support (STS) for the M109A6 (Self Propelled Howitzer (Paladin) and the M992 Field Artillery Ammunition Support Vehicle (FAASV). The draft consists of a Statement of Work (SOW) for the basic contract, a sample Statement of Objectives (SOO) for Task 1 of the Contract, Sections L and M, and an Executive Summary. The successful offeror will be required to furnish qualified and experienced in- house personnel, facilities, supplies and services necessary to support Systems Modernization, System Improvements, Configuration Management, Integrated Logistics Support (ILS), Quality Assurance, Packaging, Standardization and various related technical support for the M109A6, the M992A2, and M109 Family of Vehicles. Planned modernization and improvement activities include systems engineering and integration of Modular Artillery Charge System (MACS) Storage & Handling Modification Work Order (MWO) Program, Battery Guard System, Recapitalization (RECAP) Programs and other planned system improvements. Modernization tasks will address total life cycle cost of current components and mitigating technology obsolescence while addressing technology insertion. Combining modernization tasks with RECAP Programs and System improvements in a cost effective migration plan will be required. Tasks may also include Depot manufacturing strategy alternatives, material requirements, work instructions, lessons learned, and Materiel Fielding Team Support Packages, as well as on-site technical assistance for deprocessing, new equipment training, total package fielding and MWO application and status accounting. The contract performance includes maintenance and technical support of the various M109A6 Paladin, M992A2 FAASV, M109A2-A5 Family of Vehicles (FOV) Systems Technical Data Packages (TDP's) and a number of SPH facility vehicles, test stands and hardware prototype parts and other Government Furnished Equipment. A large historical data base of engineering records, reports and documents, and large data base of technical manual documentation/artwork and files, have veen created through prior government M109 FOV contracts. The successful offeror will have the ability to access these historic data bases so that a cohesice approach to the entire system is developed, mitigating potential transfer costs and loss of historical data. The successful candidate will have total responsibility for Paladin/FAASV system engineering and integration efforts and shall be required to assess the impact of changes on the total system. The successful candidate will be responsible for preparation/assembly of test plans and all performance specifications and related documentation required to validate system modernization/improvements and have them accepted for fielding. Results of these efforts will be incorporated into test/integration vehicles, fielded vehicles and future production vehicles. Paladin or Artillery expertise is desired but not required; however systems integration experience is essential. The Government anticipates using a delivery order contract with one or more pricing arrangements; including Time and Material and Firm Fixed Price. The Government is contemplating a period of performance of five years with an estimated maximum value of up to $30 Million. The Draft RFP is available at http://procnet.pica.army.mil. Contractors seeking subcontracting opportunities should not respond to this announcement. The Government will not pay for any information submitted in response to this notice.
