SYNOPSIS

DLA Mechanicsburg is synopsizing a requirement for an indefinite delivery indefinite quantity long term contract for three base years and two option years for the item listed on the attached solicitation.

This requirement will be solicited as unrestricted.  Valid offers are acceptable from all System for Award Management (SAM) registered businesses.

Based on market research, this item is a commercial item under the definition of FAR 2.101, therefore the Government plans to use the policies contained in FAR Part 12, Acquisition of Commercial Items.

This is the 2nd time this requirement is being synopsized.  It was originally synopsized as a small business set aside; however, the set aside has been dissolved.

Proposals will be submitted by a two-step process.  In the first step vendors will submit tech proposals in accordance with the attached solicitation and purchase description.  Vendors with approved proposals will provide bid samples for testing.  Price proposals will be submitted by vendors with approved bid samples.

The Product Description on the last pages of the attached solicitation on which vendors will base their tech proposals has some adjustments to it that are different than the one on the original solicitation so please be attentive of the differences.  This notice will expire on March 10, 2021.
