Synopsis:
The Defense Logistics Agency-Energy (DLA-Energy) is seeking quotations for a total of 10,000 Gallons of Red-Dyed ULSD (DSS).

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Evaluation will be conduction using simplified acquisition procedures in accordance with FAR Part 13. All responsible sources may submit a quotation which shall be considered by the agency.

(ii) The solicitation number is SP0600-13-Q-0257 and this is a request for quotations. A firm fixed price will be awarded.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular September 03, 2013.

(iv) This is a small business set-aside and the NAICS code is 324110.

(v) Acceptable Product: Red-Dyed ULSD
Quantity: 10,000 Gallons total from one of the listed acceptable smoke oils

(vi) Delivery Mode: Tank Truck (TT) with a fueler that has pump capability and volume meter

(vii) Delivery Location: Co A 218th BSB, 849 Cottaeville Highway, Walterboro, SC 29488
FOB Destination going into 2/2,500 Gallon Mobile Refulers and 5/5,000 Gallon Mobile Refulers

(viii) FAR 52.212-1, Instructions to Offerors -- Commercial, applies. All quotes shall include the following minimum information: Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, and E-mail. All vendors must have active SAM registration https://www.sam.gov/portal/public/SAM/.

(ix) Lowest price technically acceptable will be used to evaluate the offer under FAR 52.212-2, Evaluation - Commercial.

(xv) Please submit the price as a per gallon price with all applicable taxes included in the price except federal excise tax.

(xvi) All responsible offers may submit a quotation via E-mail to [email protected] by 2:00 pm eastern time September 12th, 2013. Award will be made shortly thereafter.
