 The U.S. Forest Service, under the authority of the FAR Subpart 13.5 authority of 41 U.S.C. 1901; (modified FAR 6.302-1), intends to issue a firm fixed price, sole source purchase order to STRAEFFER PUMP & SUPPLY for Lift Station Pumps and Rail System Supplies as listed.

The Hoosier National Forest is requesting to order replacement sewage pumps and rail systems for the lift stations at Hardin Ridge Recreation Area. The existing pumps are mounted on a now-obsolete rail system that makes it difficult to pull the pumps for preventive maintenance and cleaning. As a result, some of the pumps have failed. The Forest has two spare pumps in storage, which will be used to replace the failed ones. This supply order will replenish our stock of spare pumps and allow us to furnish materials to retrofit two duplex lift stations with newer rails. The items requested are:

Five (5) Myers WG20-21-20 Grinder Pumps

Four (4) Myers SRA-125-CV Rail Packages

Four (4) Myers TRS-100 Top Rail Support Plates

Four (4) Myers IGB-100 Intermediate Guide Brackets

Only Myers brand pumps and rail systems will meet the needs of the Forest. All lift stations in the system use Myers systems. Using components from a different manufacturer would increase the complexity of maintenance and require us to store spare parts that are incompatible with the rest of the system. The Myers brand is widely used within Region 9 and there are multiple contractors local to Southern Indiana with experience installing and repairing Myers systems.

NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Contractor selected is capable of supplying the requirements because of their experience within this supply need and have the necessary products to adequately provide these supplies. Contractor selected also has explicit and intimate knowledge of the specific project for which those supplies are required. Notwithstanding, interested parties who believes they are capable of meeting Forest Service requirements as stated herein may submit a response that shows clear and convincing evidence that competition would be advantageous to the Government in future procurements. This notice is not a request for competitive proposals or a solicitation of offers. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
