The U.S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter,Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems is conducting a market survey to identify potential sources that are capable of manufacturing and delivering the 120mm M86 Mortar Burster. The M86 Burster is used in 120mm smoke or illuminating mortar cartridges to explode the body and disperse the smoke or illuminating composition. The M86 Burster consists of a burster tube, Comp B, and a felt disc. The burster tube is an aluminum tube approximately 348mm long and 13mm in diameter. It is filled with Comp B and a felt disc is attached to one end. The Government anticipates soliciting offerors for award of multiple FirmFixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, restricted to the National Technology and Industrial Base (NTIB), to deliver the M86 Mortar Burster. It is anticipated that multiple IDIQ contracts will be awarded for a basic period of five years with an option that may be exercised to extend each contract for an additional five year period. Potential contractors possessing the technical, financial and facility resources necessary to meet the Governments requirements will initially be qualified by being awarded an IDIQ contract and then compete for delivery orders as requirements arise. Interested contractors should demonstrate that they have experience in fabrication, inspection, and testing, a quality system, and the necessary equipment, facilities, tooling and material to manufacture M86 Bursters. Potential candidates must have manufacturing experience with machining, coating, and explosives. Potential candidates should have the capacity to manufacture M86 Bursters at a rate of 5,000 per month. Contractors shall provide a summary of their companys capabilities including a description of facilities/equipment, manufacturing processes, inspection capability, personnel, past experience, and size of business (small or large business). All facilities must have the required safety clearance to handle explosives. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government will utilize the information for planning purposes only. All information submitted will be held in a confidential status.
